Hi Lucille, you can try this:
1. turn on the advanced search options
2. search for pronunciations that are NOT * (the * matches anything)
3. select the checkbox "negative matches include missing pronunciations"
4. you will probably want to narrow by selecting a pronunciation language and a usage
Here is a search for Spanish names that do not have a Spanish pronunciation:

You can apply this same search to the user-submitted collection of names by using the link near the bottom of the page.
To answer your P.S., if you check the "search IPA" checkbox when doing this search, you will get names that are missing IPA. (This will always be a superset of the original search, since all names that have an IPA pronunciation also have a simplified pronunciation.) Unfortunately there is no way to search for names that have a simplified pronunciation AND do NOT have an IPA pronunciation, except by comparing the results of the two searches.
