This is just a guess, but the way you have the name capitalized suggests the initial La could be an elaboration. I have no idea what Borah might mean. It does appear as both a surname and a mountain in Idaho (named for a certain senator William Borah). I also found a Gambian website which listed Bora as a masculine name meaning "beard". Who knows?
