Could it be possible that "Hacen" is someone's respelling of Hassan to try to get native French speakers to pronounce that name in a way that's closer to the original Arabic pronunciation? Or wouldn't that work?

No, it wouldn't a French "c" is a "k" unless it has an accent. And s = s sound in French. So no.
But in Hacen, the C is soft because it's followed by an E. Only CO and CA require a cedille (accent).
