I think you're onto something with the folk-magic bit; I see this name as something like a Millennial virtue name. The idea of all women being "queens" is a very popular sentiment these days so someone actually naming a girl "Powerful Queen" is, in a way, not entirely surprising. The world is shifting into this overwhelming demand for unwavering clarity, authenticity, honesty, and straightforwardness in ALL aspects of one's life, so I can totally see why it wasn't enough to name the child something like Victoria or Regina or even Queenie. It's not clear enough that way.

I find that sentiment so annoying. What's so great about queens anyway? It annoys me so much when people post a picture and then a thousand women go "yessss queeeeeen". Goodness. I find that so ridiculous.
I am not African American...so I can't say for sure...but, I think it has to do with history, and overcoming adversity. If you're a "king" or a "queen", no one can own you, or tell you what to do. So, I see the appeal of names like these for certain populations/cultures/whatever you want to call it.
