I've become acquainted with many Brazilians, since marrying into a partially Brazilian family over fifteen years ago, and they almost invariably use H for R in initial position. It is definitely standard. It is not a "soft rolled R." It is a distinct H. For further reference, these are the first two Brazilian Portuguese websites I came across:
