Zenón

Zenón de Somodevilla y Bengoechea (1702–1781) known as the Marquess of Ensenada, was a Spanish statesman who played a key role in crafting and enforcing the General Imprisonment of the Gypsies that lead to the deaths of 12,000 Romani people.
