I don't think Zehra is a very common Urdu form of the name, at least in the UK, I work in a heavily S.E Asian community and have come across Zara, Zahra and Zahrah many, many, many times (mostly Zara or Zahra), I have never come across a Zehra...ever. It might be more common in Pakistan and the Indian subcontinent, but in the the UK Urdu-speaking diaspora I've never seen it used once...Disclaimer, I am not an expert, but I have worked with so, so, so many people from the community over a period rapidly closing in on 10 years and I have never encountered this name in comparison with the massive popularity of Zara.

Zehra Aylin (1912-1935) was an adoptive daughter of Mustafa Kemal Atatürk. Sadly, she died at the age of 23, which was a great blow to her father.
