Yehor is a Ukrainianised form of Yegor. It's used by Russian speaking Ukrainians, who use Russian names instead of Ukrainian names because they speak Russian and not Ukrainian. They use Yegor as a name, and because of Ukrainian orthography it's Ukrainianised to Yehor. Ihor or Yuriy are what are usually used by Ukrainian speaking Ukrainians. It doesn't necessarily mean they're ethnically Russian.
I knew a Yehor from Donetsk but I'm pretty sure he was a native Ukrainian.
