My name is Tuuli, and I pronounce it TOO-li (o like in word "book", just longer). I don't like my name; no one exept Finns can pronounce it right, and it has a too literal meaning.
Also used in Amelia Atwater-Rhodes's Kiesha'ra series as half of the name of the avian queen--Tuuli Thea. Since Tuuli means wind, it seems appropriate. The only meaning I could find for Thea was "gift of god." Hmm.

It can also be spelled Tuulia, which I prefer over Tuuli.
U is pronounced like o in Finnish, so it's Toolia.

The name "Tuuli" is also used by Estonians (who speak, like Finnish, one of the Finno-Ugric languages). The meaning is nearly the same (Estonian "tuul" - "wind").
