I feel I do prefer this as a nickname, either not name related or actually short for Texas or the like, but I think it has a nice sound and a good vibe! A little old and a little ‘cowboy’, but still quite nice.
I’ve definitely seen it on women as well.
I don't even like this as a nickname, but as a legal name it would be even worse. It makes me think of a stereotypical Texan who wears a cowboy hat, votes Republican, and hates gay people.

I don't think Tex has to be such a masculine name. It's my nickname-because of my middle name (Texanna), and I've grown fond of it. I now sign my papers as Katie "Tex".
