It LOOKS at lot like "Severe" hehe.
Sévère Rivard (1834-1888) was a French-Canadian politician who served as mayor of Montreal from 1879 to 1881.
Not given at all in france. It's an adjective, not a person's name.
Sévère is the French word for "Severe" or "strict".
This word would never ever be used as a name in France, at least nowadays. Well, I hope. (Well I've just checked, seems like this name has been given to newborns until 1958, with a maximum of 10 babies named this in 1948.)
Unfortunately, "severe" means harsh.
