I know that most people will consider the association with Heydrich something bad, but it also has some appeal. A name that reminds you of a tall, ruthless, blond SS Obergruppenführer who had fencing duels and violin concertos in his repertoire of pastime activities is something... quite outstanding. The one whom Hitler called "The Man with the Iron Heart", one of the main architects of the Holocaust, as evil as he may have been, putting morality aside he made it to the history books before dying young.If a kid with this name ends up being a scrawny unintelligent being, is gonna be quite ironic. So the name is a hit or miss.
Reinhard is a very common name in Germany especially for the babies born between 1940-1960. The Nazi association with the name is hardly existing in Germany. It's regarded as just another old name. It is a medieval name anyway and was used centuries before the Nazis came. If we would try and not use any of the names which were carried by third Reich guys, then the majority of German names would have to be banned.
Note: The operative word "famous" here would pertain to historical figures, I guess.1. The aforementioned Reinhard Heydrich (loathed for logical reasons).2. Reinhard Gehlen, former general of the Wehrmacht who went on to be the founder of the West German Intelligence Service (Bundesnachrichtendienst or BND).
