Also in Finnish this means fury/rage. To a Finnish/Estonian ear this name sounds very harsh and I personally wouldn't use it, but it's still a perfectly fine name. Nothing really bad about it, just not my personal cup of tea.

Raivo Järvi, Estonian politician, radio host and children's author. He was very well loved in Estonia but sadly he passed away in 2012.

Seeing as there are barely any sources about this name it's pretty pointless to try to find much. But linguistically looking at this name it looks more like a form of Robert than anything else.
This wiki shows this https://www.howtopronounce.com/raivoBut like Chocolate milk showed, linguistically analyzing the name it clearly looks like it's definitely Robert.

Thanks for providing the link. Didn't know there is at least one source which states Raivo is a form of Robert since most of them say it's uncertain what this name is (for those who keep disliking that comment - the wiki is further down in the page). Wikipedia also cites it as a form of Robert. You can dislike my comments if you want but I'm a linguist myself and this name does seem more like a form of Robert than anything else really, at least phonetics are correct.
