Rafiq Baha' El Din Al Hariri (1944– 14 February 2005) was the Prime Minister of Lebanon twice (1992-1998 and 2000-2004). He was assassinated in an explosion that caused another 22 deaths. A chain of demonstrations called Cedar Revolution started after his death.
Somehow I think that this name is related to the Swahili word "rafiki", which also means friend. Some words in Swahili and Arabic share the same linguistic roots.
