Pronounced QEE-llaq. The Greenlandic q represents a sound not found in English or other European languages. It's sort of like a k, but very far back in the throat using almost a glottal stop. The double l also represents a sound not found in English, although it does exist in Welsh. L: is the IPA symbol. For an idea of how to pronounce it, put your tongue in the position for L and blow hard. That sound (kind of a thick hissing) should be pretty close.
