I actually went to school with a guy who had this name, and he wasn't made fun of. This was in the US, too, so it wasn't a name you would hear everyday.
[fúk͡p̚] is the Southern Vietnamese pronunciation of the name, source is the Wikipedia article of Phan Thị Kim Phúc, who was caught in a napalm bombing attack where she suffered third degree burns and lost two cousins.
What the Phuc? I thought names with an H in them, names like Phoebe, would be pronounced P-ha-ee-bee, oh well! If you name your kid this, there would be a lot of jokes! I still think this is a nice name! I don’t see anything wrong with teasing :)

Phúc actually pronounces 'Foo' in Vietnamese, which I personally think is okay. Also, the accent makes a rising tone at the end, so it's like the questioning sentence 'Foo?' in English.
I actually do not hate this name but Americans react over names like this too much. I don’t even think it’s pronounced like F**K, it may be pronounced something different in Vietnam.
This name has a nice meaning, but it certainly does sound rude.
