At that time, the population of the Netherlands was a little over 17.000.000 people.All in all, I would say that Pauwel is about equally rare in both countries. As such, the difference in those numbers isn't great enough to say that the name is characteristically Flemish. However, Belgium *does* appear to have more young(er) bearers of the name, as there are more Belgian Pauwels than Dutch Pauwels on LinkedIn and other social media. There are also significantly more bearers of the patronymic surname Pauwels in Belgium, which does suggest a stronger historical presence of the given name Pauwel in medieval Belgium (specifically Flanders).Lastly, perhaps it might be a good idea to label the name as 'Rare' rather than 'Archaic'. It's definitely old-fashioned and on its way out; there are far more people with the surname Pauwels (at least four times as many).
