Please note this is the Welsh IPA pronunciation and won't sound accurate in an English IPA reader. Welsh Ll's are hard to explain but think of Sid the Sloth's lisp (yes, the sloth from the Ice Age films). The way he says his S's is pretty much the sound of the Welsh Ll. It is not said the same way as typical English S's, nor is it Fl, Hl, Cl, or a typical L sound.
Stress is always on the penultimate (second to last) syllable in Welsh names, so this is Llew-EL-ah.

According to Wikipedia, "Lewella is a village and northeastern suburb of Kandy, in Central Province, Sri Lanka. It contains the Buddhist Lewella Meditation Centre, and a centre for the Jesuits. The Mahaveli River flows on the eastern side; a small bridge along Sirimalwatta Road, known as Lewella Suspension Bridge, leads across the river to the east."
I prefer the spelling Llewella. It looks more Welsh. This spelling just looks incomplete. Llewella looks complete but not frumpy.

Louella is bad enough as it is. This spelling is horrible and ugly.
