Welsh IPA: /ˈɬəɨ̯.wɛn/
Please note the IPA will not sound accurate unless using a Welsh speaker in an IPA reader. The Welsh LL is not like "SH" in English, but it does not anglicise well. The most accurate sound an English speaker will have heard is Sid the Sloth's lisp (yes, the sloth from the Ice Age films). How he says his S sounds is very close/basically the same as the Welsh LL sound.
The stress is always on the penultimate (second to last) syllable in Welsh, so it's LLAY-wen.
