This is not used as a given name in Turkey at all! It is sometimes seen as a surname. This has a negative meaning in Turkish. It is not just used in a neutral way, to simply describe the color, it is also used in a way to mean 'bad' or 'gloomy' and therefore has a double meaning with negative connotations. It can sometimes be seen as meaning 'courageous' but only when it is associated with fighters and even then it is just a title, not a name. [noted -ed]

Kara is included in the Turkish name dictionary I own (written by Aydıl Erol) and there doesn't seem to be an indication in its entry there that it is only to be used as a surname or a title.
