No, it isn't pronounced i-NYEHS-sə. It's i-NEHS-sə. Some foreign names (they have been adopted usually for a relatively short time, and haven't been fully adopted as "Russian" compared to traditional names) do not follow the "soft consonant" pattern in Russian, and Inessa is one of them.
