My husband's great-great-grandfather had two middle names: "Declaration" and "Independence". He was born to German immigrants in the late 1800s, who supposedly wanted to prove their loyalty to America with the monikers. In that light, I think it makes for a fine (albeit unusual) middle name. As a first name... it would definitely be striking... but not impossible to wear, especially as a person gets older. It's somehow easy to picture a curmudgeonly old man named "Independence Adams" or something of the sort, scolding kids for eating too many sweets or running a small town. Very fun picture.
