Transcription: Эльмира(Chechen, Kazakh) Элмира(Kyrgyz)
Meaning: Meaning and origin uncertain. It might perhaps mean "ruler of the world", derived from Turkic el meaning "nation, people, country" combined with the Arabic title أَمِير (ʾamīr) meaning "prince, commander" (see AMIR (1)). Also see the entry for the Soviet name ELMIRA, which is worth checking out since Chechnya, Kazakhstan, Kyrgyzstan and Tatarstan were once part of the Soviet Union. Known bearers of this name include the Kazakh model Elmira Abdrazakova (b. 1994) and the Russian poetess Elmira Kotlyar (1925-2006), both of which are of Tatar descent.
Note: since all are Turkic people (with the exception of the Chechens) whose predominant religion is Islam, it is much more likely that (for bearers of these ethnicities) the name Elmira is of Turkic, Arabic and perhaps even Persian origin than of Soviet origin. As such, I felt that it was best to remove the etymology of the Soviet name from this entry, and instead simply refer to its own entry.
