We have this name here in Scandinavia also. Here I think it is a combination of the word "Eld" meaning "fire", and the ending -ar which is common in Norse names, for instance "Reidar" and "Runar".

Eldar is also commonly used in Georgia as well as the Turkic countries of Kazakhstan, Kyrgyzstan and Tajikistan. In Georgia, the name is spelled as ელდარ and in the aforementioned Turkic countries, the name is spelled as Элдар (Kyrgyz & Tajik) and Эльдар (Kazakh). [noted -ed]
The name is also used in neighbouring Uzbekistan, where it is about as common as the Uzbek form of the name, which is Eldor. That name is also used in Kazakhstan, Kyrgyzstan and Tajikistan (where it is spelled as Элдор and Эльдор), but not as often as Eldar. [noted -ed]
