I personally prefer the pronunciation of this name to be "cluh-rEEse" and that's the approximate pronunciation in other non-English languages too. If you pronounce it "clAr-iss", many say it sounds masculine, which it would be because you are basically saying the name 'Clarus' (the masculine form of the name 'Clara'). I think this makes sense.

To my knowledge, KLAR-is (or KLER-is) is strictly a British English pronunciation of the name. In the U.S. and France (and most other places where this name is used), it's pronounced kler-EES or klah-REES. [noted -ed]
I have never heard this name pronounced KLAH-ris. I have known two people with this name, and heard of many others, and they all pronounced it cla-REES. I think it's much prettier that way. KLAH-ris sounds almost masculine.
