Hydrocephalus is a birth defect involving the head. I'd never use Cephalus.

The name, as ceph-alus, could be a reference to the sea, as alus. The root ceph, is unknown following the pattern begun in cepheus. The meaning of ceph is what is unknown, and even giving the root of cephale accomplishes nothing.
