I'm Chinese and to be honest this is truly a great Chinese character for names as well as "彻",which means "thorough". It shows a great sense of anima.

I have an art teacher who is named after 波. She is as gentle and beautiful as the name :)

Ugh! As a nickname, maybe. But as a real name? Not a chance! It brings Little Bo Peep to mind. I can't imagine being, I don't know, a business person called Bo. It just doesn't work.
