This pronunciation of kanji by association is the special case. Usually 飛 is tobu, 鳥 is tori.明日(tomorrow)香(fragrance) is also same. Kanji which have assigned to the place name "Asuka" or "aska" and have nothing with tomorrow nor fragrance in the meanings but poetic and cool in description.
"ka" would be better translated as fragrance than smell as it's generally meant to refer to a good smell rather than just any smell.Also, many other kanji possibilities are available for Asuka.
