Not sure if this counts as "famous bearer" but a recurring character in the TV Series NCIS: LA is Russian-American Arkady Kolcheck.
Arkady Ivanovitch Svidrigailov is a character in Dostoyevsky's Crime and Punishment.
Just discovered this name after reading Arkady and Boris Strugatsky's novel Roadside Picnic. It's a lovely name. If I ever have a son, I'd seriously consider using it. Side note: Reminds me of the word "manicotti." Or "biscotti." Or something.
I'm not sure if a "famous bearer" has to be a real person, but perhaps Arkady Renko of Gorky Park fame (by Martin Cruz Smith) can be part of this category. I'd just finished Stalin's Ghost, another novel featuring Renko, and it completely endeared the man to me. Wonderful character, wonderful name.
