No one in their right mind will ever use it in Ukraine or Russia, it's obsolete for a reason: it sounds ridiculous and unpleasant, especially that -kaki part. I guess, it was used by Gogol for a comic effect.
To flagman1 from March 26, 2016: Not quite. In the Russian-speaking world, Akaki is a variant transcription of Акакий (Akakiy). Other variant transcriptions of that name include Akakii, Akakij and Akaky.
