I was able to find Uzbekistan's top 10 most popular names for newborns in 2023. The source ultimately comes from the Uzbek Ministry of Justice, but I haven't been able to retrieve the original page.

Both sources have the same names and numbers, but two names stand out for having different spellings: Soliha/Solikha and Abdulloh/Abdullokh. In this case, which is the "standard" spelling?

I think that with only 1 year and only 10 names, there is not enough data here. I will however, add some of these names! The transcriptions I use on this site are Soliha/Abdulloh/Xadicha.

The source of the articles is probably this post from the Telegram page of Uzbek Ministry of Justice (which spells the names as Soliha and Abdulloh):

Unfortunately, I couldn't find any statistics on the Ministry of Justice's website, but I found this dictionary of names which also confirms the spellings as Soliha and Abdulloh:

And the second website you linked also has another article about popular names from 2015 to 2022 (and a few months of 2023):
