Not sure if this will help you, but.. the closest thing I can find online to Ulker is Alcor, in Ursa Majoris (Big Dipper).
Maybe it's not related, but it's the most similar thing I could find on a quick search, and might be a starting point?

Also if you search for Ulka, it turns up an Indian girl name apparently meaning a meteorite or shooting-star.
