I would disagree with that pronunciation - in Perth there was a famous Jacoby family who have had a number of things named after them, and those all seem to be pronounced JAK-oh-bee

I've heard both.
I think it may be a regional thing. In DC, I'll hear jac-o-bee (Don't ask me to do the accents, I can never do that) more often that not. In the midwest, I hear jah-ko-bee.
