I think it's ugly on a girl. It's not great on a boy either but I can at least understand why someone might use it on a boy considering names like Blaise and Blaine. It sounds like it belongs with Craig, Dwayne, Greg, etc. even though I don't associate it with that same generation.
I've only ever known one; there were 2 brothers at my elementary school called James (Jamie) and Blair. I thought it was a weird and awkward name at the time and still do.
