Charlize was simply created by the parents of the actress Charlize Theron as a feminine form of Charles; Charles was her father's first name. So its "meaning" would be the same as other feminine forms of Charles such as Charlotte or Charlene.

It's also quite often a blend of Charlene/Charlotte and Elize. This is a frequent approach in South Africa, which started as a response to the pressure to use family names for children who would then share that name with several cousins! And so the habit grew ... I knew a Maria Elizabeth Helena who was known as Marelna, and gave it to her daughter as a complete name. And there are many others!
