What is the background"language" from which the word "toehead" comes from in it's origional context meaning????

I just found and answer to all of our questions. Towhead actually means this: a small child who is very blond, almost flaxen or pale yellow. "tow" has been for centuries used to describe flax or hemp prepared for spinning. They say that hair looks like rumpled flax before spinning.
