It is not a name. It is Christoph(er) truncated to 8 characters due to a bug in data processing and this bug specifically occurred in New York.

Wow! Interesting. I thought it seemed weird. I sure hope all these people changed their names eventually. Did they have to use these non-names on paperwork and such for a while? Were these their legal names? Or it's just what ended up being sent to the social security registry?
Their birth certificates and Social Security cards still said Christopher (or any of the other names I mentioned in my comment). It's just an error in the data.
