My grandmother was a Felty Moravian from Lebanon, PA. My mother's DNA has 39% Scandinavian and very little German.

That doesn't really have any bearing on where the surname comes from. Characteristically Scandinavian DNA has been common in many regions of Germany, and indeed much of Western Europe, since the Roman empire.
