...indeed, "mene" means "moon".
Neomenia literallyt means "new moon" but figuratively meant the beginning of the ancient lunar month, or the first of each month. The Greek word for month "men" (or, in modern Greek, menas) derived from "mene".
"Mene" was subsequently adapted in Latin as "menses" (month) => "menstrualis" ("monthly").
At the risk of being sprayed with Windex, I propose that the words "month" and "moon" themselves are also ultimately derived from "mene" :)

What about Neoma? Is that a contraction of Neomenia or just a random name that's been associated with Neomenia?

Neoma may be a name created without regard to any meaning in Greek or another language, but it's not a recent creation. There are over a thousand women named Neoma listed in the SSA death index, for instance. The first example I can find is for the title of a poem by an American author named Charles Williams (NOT the same Charles Williams who was a friend of J.R.R. Tolkien and C.S. Lewis) published back in the 1840s. I'm trying to track down a copy of the poem to see if it gives any clue as to how Mr. Williams came up with the name. :)
