What are your reasons for thinking it's a different name than Prisca? I think some people think adding an H makes a biblical name look more biblical. I've seen Annah, Joannah, and Susannah. My guess is that Priscah is the same.

Usually, the |h| is an artifact of Hebrew names, since |-ah| is a Hebrew feminine suffix. It is a contrivance in Latin-based names, like PRISCA. (That isn't to say that it couldn't happen.)

I didn't exactly define it. If anything, I challenged it.

PRISCA is Latin.
|-ah| is Hebrew (and, possibly, older).

Joining them is counter-intuitive (but still might be done, anyway).

In the case of Ms. Jeptoo, her own culture might have added the extra |-h|...
