Maybe it is a device to indicate an english pronounciation of the initial J (in contrast to the standard spanish pronounciation.
A similar orthografic device is used in Letzebuergisch (the regional language of Luxemboug) to denote a french pronounciation of the letter J in contrast to the standard german pronounciation.
