From first glance, Navi actually looks like a characteristic name, namely "prophet". In Arabic, it would be some variation of "Nabi" and I know that in Hebrew the plural for prophet is Nevi'im (as in, the Prophets section of the Tanakh) but I don't know what the singular of that would be.
As CKE said, if the man is Persian it could be an unrelated Persian name (though my dad is from Iran--and incidentally, was officially renamed Behrooz by the Iranian government after they deemed his birth name invalid--and I have never heard of that name before; Naveed yes, Navi no.) but bear in mind that there are a great deal of Persian names that have been adapted from Arabic names because of the influence of Islam.
Like I said, my first instinct would be to say that it is probably a variation of "Nabi" and would effectively mean "prophet".
Forgot to mention: there is no "v" sound in Arabic, but there is in Persian, so a name that would employ a "b" sound in Arabic could potentially be sounded as a "v" in Persian, depending on where in the name it is placed. B/V tend to be interchangeable between the two languages in many cases.)
