Teijo Shikeharo may be a stage name. If you google Shikeharo, this actor "Teijo Shikeharo" is the only person who appears. When I searched "Shikeharo" on Japanese-language pages, I got no results at all. If this were a real name, there probably wouldn't be only one Shikeharo in the world. It's very common for Japanese actors to invent stage names, and I suspect that's what happened here.
I'm certainly not prepared to say there are no Japanese men named Teijo. Anything is possible, especially with names! I'm just not convinced that this actor is a true example. However, Teiji is a perfectly normal Japanese man's name. Do you think some of those baby-names sites you've found might have confused the Finnish Teijo with the Japanese Teiji?
