I would say it is a pet form of Lula/Lulu, in the same fashion that Annie is a pet name for Anne/Anna, and Meggie is pet form of Megan, Steffi for Stephanie, Judy for Judith and so forth. I know several older women in my community called Lulie. Their given name is Lula however.

Lula and Lulu are themselves pet form of names like Louise, so the meaning of Lulie is still the same as Louise even if it's a nickname for Lula.
