Kadira?
I am trying to find out what the origin and meaning of this name is. It seems to be female, and my first suspicion looking at it would be that it's Arabic in origin. I'm not actually SURE of that, though, or if it's actually a part of multiple cultures. Any ideas?

This is probable a feminine form of Qaadir, which according to A Dictionary of Muslim Names by Salahuddin Ahmed, means "able, capable, powerful".
The spelling "Qadirah" with the above meaning is listed in The Complete Book of Muslim & Parsi Names by Maneka Gandhi & Ozair Husain.
