Well, no, that's not what she wrote. The original poster wrote Abass without any marks, and the question was whether 'Abass written with an apostrophe at the beginning is meant.
Personally I am not an expert in Arabic and can't tell whether this is important, or whether there will ever be two names different only in such marks, but for the very similar name with two B's instead of two S's BtN lists 'Abbas but not Abbas.
