You sure you don't mean ABBAS? Arabic names are often translittered in different ways so the spelling might actually vary ver much even though it's the same name.
However there's an artiel on ABBAS here on behindthename.com:
Gender: Masculine
Usage: Arabic
Other Scripts: عبّاس (Arabic)
Means "austere" in Arabic. This was the name of the Prophet Muhammad's uncle.

Do you mean 'Abass?
That's what she wrote

Well, no, that's not what she wrote. The original poster wrote Abass without any marks, and the question was whether 'Abass written with an apostrophe at the beginning is meant.
Personally I am not an expert in Arabic and can't tell whether this is important, or whether there will ever be two names different only in such marks, but for the very similar name with two B's instead of two S's BtN lists 'Abbas but not Abbas.
Are you fluent in Arabic, Eliora?

According to http://www.houseofnames.com:
Abass is a name of ancient Anglo-Saxon origin and comes from the family once having lived near one or more notable aspen trees. The surname Abass is derived from the Old English word "æpse," which means "aspen." The surname may also be a nickname in jest, for a timid person, referring to the trembling leaves of the tree.
Apparently, it's a surname.
