the person i'm talking about is called erfan and he is a male. He was born in Kosovo and I wanted to know where his name originated from.

After looking around on the Internet with Google I suspect that Erfan is a different writing for the Arabic name Irfan (follow the link for information). Anyway, it does not seem to be a native Albanian name; maybe the family of the person in question is Muslim and the parents chose a name from Arabic culture.
