I know that the Dutch word rommel means clutter/junk (just a fun fact), but I don't suppose it's the same in Philipino...

As a German surname ROMMEL is derived from given names starting with the element "(h)ruom" (fame, glory), e.g. Rumold or Romuald (+ "wald" = rule). I don't know whether this has anything to do with the name you have in mind.
Rommel does not "sound" Tagalog but Spanish. This is not surprising as probably over 90% of all people in the Philippines have given names of Spanish origin.
However I could not find a Spanish name that is directly spelled Rommel.
Maybe the name is derived from a name of Latin/Spanish origin that is written in a similar way or has similar sound, like Romolo.
