I like both and especially love the sound of Eibhlin. I'm not sure I could spell it without help to save my life, though. ;-)
If I had a dd tomorrow, her name would be Niamh Annmarie. Niamh is utterly gorgeous.
I used to adore Eibhlin, when I thought it was pronounced like the British pronunciaiton of Evelyn, i.e., "EVE-lin." Since I was disabused of this notion, I've seen many pronunciations. Yours is very pretty, but if I can't be certain how it is pronounced, then I can't get too excited about the name. Pooh.
Lucienne would be very pretty with either name. I like French names paired with Irish ones. :-)

I think the pronounciation is regional
Because in different parts of Ireland I have noticed it pronounced differently. In Tipperary and in the parts of Cork where I have spent time, the only pronounciation I have heard is ave-leen but I have also eve-leen, and eye-leen
